Passing the fee to the customer is optional and jurisdiction-aware: BCTM follows US federal card-network rules and state or territory surcharge regulations, so debit and prepaid cards are never surcharged and jurisdictions that restrict surcharging switch automatically to absorb-fee or cash-discount treatment.
